Cooperating Technical Partners Program

As a cornerstone of its mapping activities, FEMA continues to fully integrate communities, Indian Tribal Entities, regional agencies, and State agencies in the flood mapping process to the extent that they are capable of doing so.  Through the Cooperating Technical Partners (CTP) Program, partnering entities perform all or portions of data collection and mapping tasks.  Participants in the CTP Program use the same FEMA guidance documents—Guidelines and Specifications for Flood Hazard Mapping Partners and Document Control Procedures Manual—that are used by FEMA and their contractorsin performing technical analyses and preparing digital versions of the flood hazard maps—Digital Flood Insurance Rate Maps (DFIRMs). 

The Mississippi Emergency Management Agency (MEMA) and the Mississippi Department of Environmental Quality (MDEQ) are active participants in the mapping process and have signed agreements with FEMA as participants in the CTP Program.  As discussed in the Map Modernization portion of this site, MEMA and MDEQ are also involved in Map Modernization activities throughout the State of Mississippi and are key members of the project team that is producing the countywide DFIRMs for Hancock, Harrison, and Jackson Counties.
